6TH ANNUAL VOLTRON MEETING
4-6 FEB 2025 | ALBUQUERQUE, NEW MEXICO
The VOLTRON meeting series aims to bridge the gap between laboratory-based experiments and spectrally resolved observations of resident space objects with the intent of determining the limits, practicality, and exploitability of color photometry and spectroscopy as a space-domain awareness tool. The workshop provides a forum that brings together researchers from academia, government laboratories, FFRDCs, UARCs and industry to discuss recent advances in these fields.
Topics will include, but are not limited to:
Advances in observation systems
Modeling of the reflective properties of spacecraft
Laboratory-based materials measurements
On-sky spectral or photometric observations of resident space objects
Techniques for the analysis of observations

KEY NOTE SPEAKERS
CHRIS HIGGINS
Mr. Chris Higgins is the Technical Director in Space Systems Command for Space Domain Awareness (SDA). He is assigned to the Battlespace Awareness Acquisition DELTA, a geographically separated unit led by Mr. F Schnell under PEO, Space Domain Awareness and Combat Power, Col Bryon McClain.
In his position, Mr. Higgins guides technologies needed to develop, sustain and integrate current and future sensors, data sources and associated command and control capabilities into a robust Battlespace Awareness enterprise.
His subject matter expertise includes optics, lasers, radars, stealth, command and control, satellite design, space domain awareness and remote sensing; he has taught 8 formal courses to more than 250 students in Space Situational Awareness and Test Program Management.
SARAH WINFREY
Ms. Sarah Winfrey is a retired Air Force Space officer and is currently the Space Domain Awareness (SDA) Support to Fires Branch Chief for USSPACECOM/J8 (Capability & Resource Integration Directorate). In her current position, she is responsible for defining USSPACECOM’s SDA capability requirements, which includes intelligence, surveillance, reconnaissance, environmental monitoring, and friendly force tracking for the entire SPACECOM area of responsibility.
Her diverse active-duty career included assignments the Department of Defense and Intelligence Community. She served as the Branch Chief of Advanced Weapons Test Capabilities, Deputy Executing Agent responsible for Directed Energy Test and Evaluation/Science and Technology, Chief of Current Operations at the then Joint Space Operations Center, 14th Air Force Deputy Director Operations and Exercises, Commander 23d Space Operations Squadron, Commander 722 Expeditionary Air Base Squadron, and retired as the Deputy Director, Mission Support at the Nevada Test and Training Range. Additionally, she participated in the Defense Advanced Research Project Agency’s Service Chief’s Intern Program and has a Bachelor’s Degree in Astronomy and Physics, and two Master’s Degrees: one in Operational Research the other in Strategic Intelligence.
